Invitation to Participate in the Battery Passport Scenario
An industry joint test to prepare automotive and battery enterprises for the EU Battery Passport requirement effective 18 February 2027
To support the international operations of Chinese automotive and traction battery enterprises, and to deepen cooperation across the China-Europe automotive industrial and supply chains, we propose to conduct joint data exchange testing for the Battery Passport scenario using the China-Europe Trusted Data Space for the Automotive Industry. We sincerely invite your company to participate.
As the implementation of the EU Battery Passport regime approaches, automotive and traction battery enterprises face new requirements in relation to supply-chain data collaboration, cross-border compliance and system integration. Under Regulation (EU) 2023/1542 concerning batteries and waste batteries, from 18 February 2027, electric vehicle batteries placed on the EU market or put into service must have a Battery Passport. Conducting relevant validation in advance will help enterprises clarify data requirements and implementation pathways, and make the necessary preparations for product exports and overseas operations.
The Battery Passport involves data collaboration among vehicle manufacturers, battery enterprises and related supply-chain companies. This collaboration must not only meet the information disclosure requirements of the European market, but also comply with China’s requirements on data security and outbound data transfers, including requirements for transmission security, security monitoring and log retention where applicable. At present, outbound data services and related infrastructure for key industrial scenarios continue to be developed. Conducting joint validation in advance will help enterprises clarify the scope of data to be provided, compliance requirements and technical prerequisites for implementation, and make the necessary preparations for product exports and overseas operations while protecting companies’ rights and interests in their data as well as trade secrets.
This joint test will be guided by enterprises’ actual business needs and focus on data exchange between Chinese battery suppliers and European vehicle manufacturers. It will place particular emphasis on validating key aspects of the data scope, outbound data transfers and the technical pathway. Through coordination by industry organisations, collaboration between Chinese and European technical teams, and joint participation by enterprises, the test will explore an implementation pathway that meets the requirements of both sides and is practical for companies to implement, thereby reducing duplication of system integration work and compliance-related expenditure.
The test is expected to use the data connector and related services of the China-Europe Trusted Data Space for the Automotive Industry to carry out interoperability validation with participating enterprises’ systems and European-side data spaces, thereby improving supply-chain collaboration efficiency. This implementation pathway will help align EU regulatory requirements for battery passports and relevant industry rules with technical requirements such as data models, interface specifications, digital identity and usage control. It will support enterprises across the industrial chain in preparing and exchanging the required data in a unified, verifiable and reusable manner, while enabling authorisation management and a traceable audit trail throughout the exchange process, thereby reducing duplicative technical adaptation across participating organisations. The relevant capabilities may also be extended, according to business and compliance requirements, to other China-Europe industrial-chain collaboration scenarios, providing a foundation for vehicle manufacturers, battery enterprises and upstream and downstream partners to connect with the European industrial ecosystem.
The test will be conducted on the principles of voluntary participation, clearly defined scope and phased implementation. It is proposed that the test begin by validating the process using simulated data, then gradually proceed to necessary business data testing, subject to authorisation from the participating companies and applicable conditions. The project will jointly produce test results, a list of issues and implementation recommendations, providing reference for enterprises’ subsequent application and for the promotion of industry experience.

The specific test scope, implementation arrangements and related rights and responsibilities will be further discussed and agreed with the participating enterprises.
